Nine sectors,one recruitment team.

Our consultants have worked in the sectors they recruit for. Each practice is led by someone who has worked in it, with Emirati and expat candidates from graduate to C-suite. Below, how each sector hires in the UAE and the roles we place most often.

01

Energy

The UAE energy sector spans oil and gas operators and their contractors, utilities, renewables and the nuclear programme. In-country value scoring makes Emirati headcount and local supplier development a commercial requirement, not only a compliance one, and large capital programmes create recurring demand for project and commercial talent.

Finance and commercial roles with sector experience are consistently short. Emirati candidates with technical degrees are in demand across operators, and HSE and project controls are the functions where expat and Emirati hiring most often run in parallel.

      Tech and cybersecurity

Government digital services, telecoms, fintech and the technology arms of large groups drive most hiring. National cybersecurity strategy and data protection rules have made security and data roles a priority, and these are two of the fastest-growing Emirati talent pools coming out of UAE universities.

Senior engineers, product leaders and security architects with regional experience are scarce and expensive. Emirati graduates in cybersecurity, data and computer science are plentiful at entry level and increasingly available at mid-level.

          Banking and financial services

The UAE is one of the major global financial hubs, with DIFC and ADGM hosting international banks, asset managers, fintechs and insurers alongside strong local institutions. The sector continues to grow with new licences, wealth management flows and fintech activity, creating steady demand across front office, risk, compliance and technology. Entities regulated by the Central Bank carry higher Emiratisation targets than the national rule, with specific percentages for critical and leadership roles.

Relationship managers, risk and compliance professionals, internal auditors and technology specialists are the roles institutions compete for hardest. Graduate programmes are the main entry route for Emirati talent and the quality of the programme decides whether graduates stay.

              Real estate and construction

Developers, main contractors, consultancies and facilities management companies across all emirates. Demand is driven by residential and commercial launches, large infrastructure programmes and oil and gas driven industrial projects, with sharp peaks for project delivery roles when several run at once.

Project directors, commercial managers and quantity surveyors with regional delivery records are the hardest to find and the quickest to be poached. Emirati talent is placed most often in development, leasing, customer experience and corporate functions.

                  Hospitality and retail

Hotel groups, restaurant operators, retailers and mall operators. Dubai and Abu Dhabi remain the largest markets, with strong growth in Ras Al Khaimah, Abu Dhabi and Fujairah as new resorts, attractions and retail developments open. Hiring is seasonal, peaking ahead of the winter season and major events, with high headcount and a strong service culture.

General managers and operations leaders with Gulf experience are sought after across the region. Store and outlet managers turn over quickly. Emirati candidates are placed in guest relations, customer experience and head office roles where Arabic and local knowledge matter.

                      07

                      Healthcare

Hospital groups, clinic networks, insurers and regulators, with licensing frameworks that differ between Dubai, Abu Dhabi and the Northern Emirates. Growth in specialist care and medical tourism keeps demand high for administration, licensing, finance and operations roles alongside clinical leadership.

Licensing and regulatory specialists who understand all three health authorities are rare and valuable. Nursing leadership and hospital administrators with Gulf experience are in constant demand. Emirati hiring is strongest in administration, patient services and licensing.

                          Defence

Defence and security manufacturers, systems integrators, maintenance providers and the government entities they serve. Procurement runs through long programmes with offset and local content obligations, which makes Emirati participation and security clearance central to who can be hired. Hiring is concentrated in Abu Dhabi.

Programme managers, systems engineers and supply chain specialists with defence experience are a small pool, and many roles require UAE National status or clearance. Emirati engineers and programme staff are in high demand across the sector.

                              Manufacturing

Industrial groups in metals, chemicals, food, pharmaceuticals, building materials and advanced manufacturing. The Make it in the Emirates programme and the national industrial strategy are driving new plants and expansions across all emirates, from Abu Dhabi and Dubai industrial areas to Sharjah, Ras Al Khaimah and Fujairah.

Plant managers, production engineers and maintenance leaders with Gulf plant experience are hard to find. Emiratisation is most practical in back office, supply chain, quality and sales roles, and the Northern Emirates location of many plants makes Talent Cloud a natural fit.
