Meet your targetswith talent that stays.
Emiratisation is where HR Engine started and it remains our core. With Emiratis onboard and one of the largest Emirati candidate databases in the country, we have created our own unique sourcing method built for a market where traditional job boards do not work.
What Emirati talent
brings to the business.
The companies that get the most from Emiratisation are the ones that stop treating it as a target. Emirati talent, placed in the right roles, changes how a business operates in this market.
Emirati business development talent opens doors to government entities, family groups and local companies that are hard to reach otherwise.
Personalised customer service in Arabic, with an understanding of what local clients expect.
Licensing, approvals and day-to-day dealings with ministries and authorities handled by people who know how they work.
Emirati headcount contributes directly to in-country value scoring, which decides eligibility for major tenders.
Teams that understand local customs, trends and consumer behaviour make better decisions for this market.
Stronger marketing and social media presence with people who speak to that audience in its own language.
What you need
to know.
The framework is simple. The execution is where companies get caught. We keep this section current with every Ministry of Human Resources and Emiratisation decision.
Mainland companies with 50 or more employees must reach a 10% Emirati share of skilled roles by the end of 2026, with half-year checks on 30 June each year.
A fixed monthly penalty for every unmet Emirati, increasing annually. For 2026 it is AED 10,000 a month, AED 120,000 a year, per shortfall.
Targets count against skilled positions as defined by the Ministry, with salary and qualification thresholds. Not every hire counts.
Emirati employees are expected to receive structured training and development, and regulated entities carry specific annual training obligations.
Banks, insurers and other licensed financial institutions follow Central Bank targets instead: 45% for banks by 2026, with separate percentages for critical and leadership roles, and higher targets for insurance from 2027.
Companies with 20 to 49 staff in designated sectors must employ a minimum number of Emiratis, with a fixed contribution per unfilled position.
Figures reflect the current Ministry schedule. We confirm the applicable targets and penalties for your company structure in the first conversation.
Common mistakes
we see.
Starting the search in Q4 for a 31 December target. Emirati candidates have choices, and the good ones are not available at short notice.
Hiring into positions that do not meet the skilled-role definition, then discovering at inspection that the hire did not count.
Registering Emiratis who do not work, paying below the declared salary, or splitting contracts. The Ministry investigates and the penalties are severe.
Attrition in the first year is the most common reason targets are missed twice. A hire without onboarding, a manager and a path is a hire that leaves.
Running the same process used for expat hiring and concluding that there are no candidates. There are. They are not on job boards.
Working from an internal headcount estimate rather than the Tawteen reports, then discovering the Ministry counts the roles differently.
Why job boards do not reach
Emirati talent, and how we do.
Emirati professionals rarely apply to online postings. They move through personal referrals, family and community networks, university connections and direct approaches from people they trust. A recruiter who is not part of those networks cannot reach them.
Our team includes Emirati consultants. Over several years we have built a candidate database that we believe is among the largest in the country, covering graduates through to executives, and we add to it every week through our own outreach, not through applications.

Talent Cloud
Emirati talent in the Northern Emirates and Al Ain
A large share of Emirati graduates and professionals live in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah and Al Ain. Most of the jobs are in Dubai and Abu Dhabi. The commute is the reason many never apply and many who do leave within a year.
Talent Cloud closes that gap. We recruit the Emirati talent you need, and they work from a managed HR Engine location near where they live, for a per-seat fee. You get attendance reporting, a supervised environment and a productive, stable team.
Sharjah, Ras Al Khaimah, Fujairah and Al Ain, built as per your specifications or a fully work from home model.
Salaries benchmarked to the local market, below Dubai equivalents.
Employees are on your licence and payroll. The arrangement is structured to meet Ministry requirements.
Attendance reporting, on-site supervision, IT and workspace handled by HR Engine. Alternatively, employees can be fully work from home.

Emiratisation at the senior level.
Targets are met by FTEs only. However, Emirati leadership on the board and in the executive team is where commitment becomes visible, to the Ministry, to clients and to your own Emirati staff. RUKN provides senior Emirati executives as board members, fractional executives, advisors and mentors.
Let's talk.
Tell us your headcount, your current Emirati numbers and your deadline. We will come back within two working days with a plan.
